Manufactured Cannabis Safety Branch (MCSB)

MCSB was established in the Center for Environmental Health of the California Department of Public Health (CDPH) after the Governor signed into law the Medical Cannabis Regulation and Safety Act (MCRSA) in 2015. The Act established a licensing and regulatory framework for the cultivation, manufacture, transport, storage, distribution, and sale of medical cannabis in California.

MCSB is currently developing statewide standards, regulations, and licensing procedures and addressing policy issues in support of cannabis manufacturers.

State Licensing Fees

Manufacturing of commercial products will require a state license. The state will require an application fee with each submission. Once approved an annual license fee shall be paid to the department prior to issuance of a license or renewal. The fee schedule is the same for adult-use and medicial licenses, as follows:
